The dress is fascinating me. It is a blend of eras, and therefore those wanting to reproduce it using commercial patterns will need to find a few and work them together. I'd love to make this gown, it looks amazing, but I don't know where I'd wear it.
The bodice and skirt supports can be made using the patterns mentioned below. The neckline insert is very similar to a partlet, and here it looks like it is sewn to the neckline of the bodice. This 'partlet' insert is then used to support the shoulder decorations and sleeves, both of which you'd have to drape and pattern yourself. The skirt can be made using Simplicity 3637, except you'd need to alter it so that it was one piece across the front.
