I am not any sort of expert, but from experience, if that's gilt thread (like gold jap) then it could well be couched (laid on the top of the fabric and stitched down with fine yellow silk) rather than done as double running stitch. Gilt threads *really* don't hold up well to being stitched actually through the fabric. If it were red, or black or green then yes - double running stitch in silk thread, but not gold.
